The Emergency Management Preparedness Course (EMPC) is a three-day intensive training hosted by Ichilov Hospital, Israel’s largest academic medical center and global leader in mass casualty event (MCE) response. The course is designed for hospital executives, emergency medicine leaders, and national health authorities seeking to build real-world resilience and continuity of care under extreme conditions.

Each year, we care for more than 2 million outpatients, and handle over 240,000 emergency visits, making Ichilov one of the busiest hospitals in the world.

As an urban medical center located in the heart of Tel Aviv, Ichilov is home to one of the largest emergency departments globally—spanning 8,000 square meters. Our teams have decades of real-life experience managing mass casualty events (MCEs), war-related trauma, and complex civil emergencies

During the 2023–2025 war period, TLVMC successfully:
• Activated its 800-bed underground hospital within 7H
• 100% of patients in protected space , over or underground.
• Treated 1,200+ casualties in <48 hours
• Maintained 100% operational continuity
• Became a reference center for MCE protocol training across Europe and Asia

Ichilov’s leadership team includes global experts in emergency medicine, trauma surgery, logistics, infrastructure protection, and crisis command. Many are also part of Israel’s national disaster advisory boards.
